On Wednesday, Senator Panfilo Lacson flagged P469-billion worth of reappropriated and lump sum projects under the Department of Public Works and Highways’s proposed budget for 2021, which he said are unconstitutional.

During a budget hearing in the Senate, Lacson said he observed a pattern wherein almost 3,000 items indicated in the 2020 General Appropriations Act were listed again with the same description under the National Expenditure Program (NEP) for the next fiscal year.

“Kung makikita ninyo, P6.491 million the same description under the 2020 GAA naulit sa NEP naging P649,000, so it’s 10% incremental amount of the 6.491 million. Another one, P7 million naging P700,000 Marami po ito, as I mentioned kanina, 2,933 items, P73.5 billion. Now, why is this so, and how did this happen?” Lacson said.
