President Rodrigo Roa Duterte, on Monday night, said proposals for the putting up of a revolutionary government should be discussed publicly amid the problem of unabated corruption.

The President said the discussions should include the military.

Duterte made the remark while discussing with newly-appointed PhilHealth chief Dante Gierran the need to end corruption in the state insurer.
